Brownfields Community Improvement Plan
The Brownfields Community Improvement Plan (BCIP) is a joint tax increment grant provided by the Region of Waterloo and the City of Waterloo. This program helps offset the costs of redeveloping brownfield properties — lands previously used for industrial, manufacturing or commercial purposes that may require environmental cleanup.
The BCIP was originally approved in 2013 and does not have a set end date. However, city or regional council may cancel the program at any time.
How to apply
1. Pre-consultation meeting
Before applying, you must attend a pre-consultation meeting with city and regional staff to discuss your property’s eligibility and receive necessary forms and guidance.
2. Confirm eligibility
After the pre-consultation meeting, staff will review your property to confirm if it qualifies for the program.
3. Submit your application
Once we confirm your property's eligibility, you can apply for the Tax Increment Grant.
Important: You must apply for the grant before we issue a building permit.
